Sydney Boathouse is being developed by Rozelle Bay Pty Ltd, a private investment consortium.

In February 2003, Rozelle Bay Pty Ltd was announced as the successful bidder in a Public Calls for Expressions of Interest by the NSW Government's Maritime Authority to develop 2.8 hectares of waterfront land and 1.1 hectares of dedicated water area at Rozelle Bay in NSW.

The investment is lead by interests associated with Gerry Hatton AM, MARKHAM markham.com.au, Investec Bank (Australia) Limited investec.com.au  and the Cobra Group cobra.com.
